Hawaii Ocean Safety

This project is a collaborative effort between the Hawaiian Lifeguard Association and the Kauai Ocean Safety Bureau, which contributes to and advocates for the professional advancement of lifeguards in the State of Hawai’i. Despite being the first line of defense in life-threatening ocean rescues, most open-water lifeguards in the U.S. are NOT considered First Responders or entitled to the benefits available to police officers, firefighters, and EMTs. The Homeland Security Act of 2002 defines the term “first responder” as “individuals who, in the early stages of an incident, are responsible for the protection and preservation of life, property, evidence, and the environment.” Open-water lifeguards have been performing all of these functions daily for literally centuries. It’s time to officially recognize open-water lifeguards for what they are: First Responders.
